The starting point of this study is that science teaching should be part of the curriculum in every educational system, that its purpose should be to provide scientific literacy to all citizens rather than to educate scientists, and that schools have not reached the goal of preparing citizens for making informed decisions involving science. The notion of scientific literacy or culture is defined; attempts to measure such literacy are explained; the measurement results of several countries are summarized; and information on the scientific culture of Mexico's elementary teachers is shared. The conclusion reflects on the reason science teaching has failed in ensuring a solid scientific culture for all citizens, and prescribes actions for improving science teaching.
