The Mexican Constitution contains a blueprint for the rule of law, where education has been defined as a social need and a fundamental right. The current study shows the precedents of Article Three of the Constitution of 1917 and its transformation, positioning the article in the transitions of Mexico. First, an analysis is made of the constitutional texts prior to 1917 to identify the definition of education. Then a description is provided of Article Three of 1917 and its reforms, as a vision of the structure of value. The development of secondary legislation involving the article is explained, and the axiology of Article Seven of the General Law of Education is presented. The conclusion is that as a product of Mexican constitutionalism, Article Three and the legislation that regulates it create a moral perspective for citizen education.
