Abstract

ARZATE SALGADO, Jorge. Analytical Evaluation of Compensatory Educational Policies in Mexico: The case of Programs in the Fight against Poverty, 1988-2011. RMIE [online]. 2011, vol.16, n.51, pp.1055-1085. ISSN 1405-6666.

This article makes an analytical evaluation of the educational components of the compensatory programs directed against poverty in Mexico, from 1988 to 2011: the National Program of Solidarity and the sub-programs of "Children in Solidarity" and "Dignified School" (1988-1994), and the Program of Education, Health, and Nutrition, now called Human Development Opportunities, and its educational component (1997-2011). In first place, the text constructs a theoretical and normative framework of educational vulnerability that identifies various forms of inequality; it then puts to test in analytical terms the design of the educational components of the mentioned programs. The study ends with a critical reflection on the meaning of these designs of public policy in relation to the possibilities of decreasing educational inequality.
