Abstract

From 2004 to 2008, the most ambitious evaluation of the performance of elementary school students in Latin America and the Caribbean was made: the Second Regional Comparative and Explanatory Study (SERCE). This article reviews the contributions of the SERCE report and reflects on its implications for improving education. The paper is divided into two major sections: first, the study of SERCE results in terms of quality and fairness in learning; and second, an analysis of the implications, in the opinion of the authors of this article, on educational policy, school management, and teaching practices. The article closes with a brief final reflection.
