Abstract

This article describes the current state of compulsory post-elementary teaching in Portugal. It briefly presents the sociopolitical context of the evolution of the educational system, in order to situate the growing social expectations that have been placed on education during the past thirty years. The challenge is still to transform schooling for the elites into successful schooling for all children and young people. Successive reforms aimed at democratization and equity are examined from two perspectives: a perspective based on the analysis of normative discourse (reinforced values, objectives, and strategies); and another perspective based on the reporting of results (positive, insufficient, and failure). The authors emphasize, on one hand, the ambition, generosity and modernity of dominant conceptions, and on the other hand, the relative lack of means and conditions for obtaining better results in compulsory education in Portugal.
