The generation of "order and progress" in Argentina turned to democratic discourse to promote open schooling for all of the nation's children. The educational project pursued an objective of political socialization with the intent of forming citizens and building a new civil society. This article analyzes the contents, procedures and strategies employed to transmit an objective of elementary education in configuring a model of citizenship.
