Abstract
MARTINEZ-DIAZ, María Esther and HERAS-GOMEZ, Leticia. Transparency and information access at local level: the case of the municipality of Metepec, State of Mexico, Mexico. Convergencia [online]. 2012, vol.19, n.58, pp.183-208. ISSN 2448-5799.
The purpose of this essay is to know how far the transparency policy has been boosted at local level in Mexico, taking as a case study the municipality of Metepec, in the State of Mexico. The argumentation sustains that a transparency policy can be better applied precisely at the local level of government, due to the closeness between local authorities and the citizenry. In order to support this three pieces of evidence are provided: two semi-structured interviews held with key informants; electronic data containing all applications (280) posted to the municipality asking for all types of public information, from August 2009 to December 2010; and we also offered some of the survey data carried out by a private enterprise, which was purposely performed to find out the feelings of people from Metepec about the local administration.
Keywords : transparency; accountability; information access.
