The objective of the article consists in analyzing and explaining the importance of the art of governing with base on two fundamental approaches for the communitarian life, such as social sciences and public policies, which contribute with theoretical, methodological and heuristic elements related to the capacities of direction and implementation which are due to produce and to develop in order to assure, in the scope of increasing complexities, the conditions that allow the development of societies, the performance of the market economy, the quality of democratic life, the preservation of State, as well as the use of the civil and political liberties.
