The processes of aperture, democratization, decentralization and structural reform inside the countries, coupled with the phenomenon of globalization have generated an increment in the international interaction leading to a phenomenon in which sub-national units (states and municipalities in Mexico) have acquired their own participation in the international arena with its peers in other countries, and they are building new scenarios for the national and local development.
