Abstract

CARDOZO BRUM, Myriam. La institucionalización de una cultura de la evaluación en la administración pública mexicana: avances y desafíos pendientes. Convergencia [online]. 2009, vol.16, n.49, pp.175-198. ISSN 2448-5799.

Facing the limited development of assessing culture in Mexican Public Administration during the last century, and the few works published in order to analyze said situation, the present article analyzes the recent evolution of the processes of external evaluation of the social development programs so as to value their contribution to institutionalization in the aforementioned culture. This works concludes that, to date, there has been important advancement in the evaluation's normative framework; nonetheless, in the rest of the reviewed aspects only lesser words are heard, and the background problems detected early in the process prevail.
