The discussion of the labor reform in Mexico in the framework of the LVIII and LIX Legislatures of the Senate of the Republic, which comprehend from 2000 to 2006, did not have a substantive character in relation with the agenda established as from the beginning of the 1980's, whose central statement was to adequate the Federal Law of Labor in the context of a closed economy and heavy state investment in strategic areas into another of open economy and with the prevalence of private investment in key sectors. The superficiality of the terms of legislative discussion in the Chamber of Representatives is due to the fact that from the Secretariat of Labor a labor reform, which responded to the statements of the Mexican entrepreneurs, was fostered; in this reform it is distinguishable the diminution of hiring and redundancy costs, and limitations to make unions. At the same time this proposal dismissed the statements made by the independent syndicalism and scholars, such as the autonomy of the labor tribunals decreasing the Executive's arbitration faculty, the impulse of democracy and syndical freedom, as well as the bilateral flexibility in the hiring and redundancy of laborers.
