This essay examines the debate around the concept of World-Class University. It argues that this concept is vague and that there is no formal definition. However, literature has taken international indices that rank universities worldwide. It is acknowledged that these are imperfect. Based on these, the essay discusses the challenges other emerging countries have faced. Finally, a critical reflection is made about the Mexican case. the challenge is to depart from an international standard definition, and hence trace a long term plan.
