One of the fundamental purposes of monitoring and evaluation (M&E) information is to serve as an input for decision-making in order to promote more effective and efficient public policies. However, empirical evidence shows that this kind of information is mostly used for other purposes than this mentioned above. To analyze this behavior, this paper develops a basic model using the tools offered by game theory. This exercise make possible to find that the relationship between supply and demand for M&E information behaves like a typical problem of prisoner’s dilemma with high stability. This paper also shows the importance of analyzing this relationship in a comprehensive and not fragmented way. Finally, specific recommendations are suggested to break the strong stability that displays this type of game.
