Abstract

The case method is useful for theory and analysis of Latin American public policy. This text provides an overview of a real case to generate discussion in the classroom in order to build pertinent knowledge as a result of mixed work between facilitator teacher and deliberative students. This paper describes the problem of supply of input to Colombian gold jewelry based on aspects that require an institutionalist analysis: exogenous variables and action arena. Then, it suggests that analyst inquire in interactions and evaluative criteria that shape socially desirable outcome. It is not a recipe; this study case underlines fighting between actors and promotes identification of solution alternatives.
