The purpose of this article is to determine the characteristic features of water scenarios used in the public water management in Mexico. In the first part it is developed an analysis of the main factors which affect water planning in Mexico and scenarios. Subsequently, the article describes the evolution of scenario concept considering its uses in collaborative governance specifically in water adaptive planning. Finally it is presented a characterization of water scenarios sample considering the four key dimensions of water adaptive planning: systems approach, participation, information and technological innovation. The methodology applied included a characterization matrix, expert’s consultation and fuzzy data analysis.
