An analysis was done of public policy aimed at reducing poverty in Yucatan state, Mexico, from 1990 to 2006. Factors such as the conception of poverty, the influence of international institutions on social policy in Mexico, methods for measuring the number of poor and the programs implemented are addressed, and their influence on the evolution of poverty in Yucatan is evaluated. During the analyzed period, substantial improvements occurred in program development, in the methods, instruments and institutions used to measure poverty, and in the evaluation of program results. However, poverty is still perceived as a problem of individual abilities unrelated to economic development. Official figures state Yucatan to be eighth among the poorest states in the country, but consideration of health and sanitary services highlights the presence of extreme poverty.
