Abstract

The central objective of this analysis is to present that the institutional design of the electoral system adopted in the municipal governments in Mexico, influences and produces political and public effects in the formation of the power, as in its exercise. To have chosen a collegiate body with strong legal and political powers in hands of the mayor, a system of proportional representation as correction, ways of candidacies through closed and blocked lists in the election of municipal councils, as well as the impossibility of immediate reelection of the members of the town hall or ayuntamiento, generates consequences during the formation of the power, but also, during its exercise, influencing this way, in some of the problems that in this are developed.
