Abstract

ln this work we conclude that, between the years 2000 and 2006, the growth and consolidation of the Sistema Estatal de Educación Superior de Baja California (SEES) resulted, mostly, from the Secretaría de Educación Pública policie's that stimulated efforts of the tertiary education institutions to consolidate their quality trough organizational change and the accreditation of educative programs, rather than the effect of the state coordination made by the educative authority. Given the lack of an approach that bonds quality by considering the view of multiple actors in the construction of the education governmental policy. This process is exemplified by the federal public policy impact on the Universidad Autónoma de Baja California and by the growth and consolidation of this university in the state indicators and the tertiary education users' preferences.
