This article is focused on answering the following question: How should publicness be de-fined as an organizational studies issue and handled for analytic purposes? In order to develop its argument, the article is structured in three parts. As an introductory step, the author considers important to make a quick return to the founding years of modern organizational studies. The perspective suggested in the second section of the paper assumes that public organizations are organizations of a specific nature. The third section shall present a few reasons and examples why policies, their making and their management, offer a fruitful access to further empirical inquiry on public organizations.
