This article addresses the representation of the public’s participation on the chilean theatre cultural policy. Drawing from French discourse analysis and particularly institutional discourse analysis two aspects are explored: a) speech acts and b) the circulation of discourses. This study concludes that the commitment acts between State and citizenship have a fragile illocutionary force in regard to participation. In addition, the public is identified as a consumer, represented by the circulation of a neoliberal discourse through word choices such as industry and cultural consumption.
