The disappearance of powers is a faculty of the Mexican Senate that allows it to declare that all the constitutional powers have disappeared in a state of the Republic and to arrange a federal intervention to remedy the serious disturbances that have caused that situation. This article examines two cases in which it was applied: Guerrero in 1960-1961 and Hidalgo in 1975, to show how this power, granted by article 76 of the Constitution of 1917, was in practice an instrument of control of the authoritarian regime that ruled to Mexico during the 20th century, as it served presidents to suppress state governments whose actions broke constitutional order, put at risk governance or challenged presidential authority.
