Although Protected Natural Areas are subject to a number of factors that influence the achievement of their objective, little progress has been made by Conanp in conducting a comprehensive assessment of the conservation policy within them, that consider the following aspects: the design of its planning tool; the effectiveness of the activities carried out taking into account the use of fiscal budget for current expenditure and resources from annual applications to specific grant programs; as well as social consequences of the actions planned and carried out under the protected polygon and its area of influence. Based on these elements, this paper presents an evaluation exercise applied to the Management and Conservation Plan of Huatulco National Park (PNH), considering the period 2007-2012, as a means to make explicit the limitations, which in practice, faces the implementation of the conservation policy.
