There is a considerable amount of literature regarding the phases of development of public policies and the relevance of evaluation in Neoliberalism. But there is not very much concerning how the feedback between the evaluation of the end of a cycle and the formulation of the next one is produced. The objective of this paper is to analyse this process. The study is based mainly a on comparative analysis of published information. We confirm that national social development is following the trend presented in other countries, where the results of evaluations are only utilized to a limited extent. We analyse possible explanations for this situation.
