This paper explores the limits of the bureaucratic model to the dangers of contemporary environmental problems; the nature linked to a diverse range of uncertainty is opposed to the logic and possibilities of calculating the weberian paradigm. Given this paradigm exhaustion arise the need for a new model of risk management from a new rationality underpinned by the precautionary principle and the social perception of risk.
