The paper discusses the origin of crisis and its international dimension, also pointed out that the critics moments are not necessary over. Simultaneously, it highlights the Uruguayan conjuncture, both the economic and the political, to face a change in the development model that is being applied from the ends of the 1980 decade. The crisis institutes an opportunity for change the course of development in order to re-positioning the country in the international context and diminishing vulnerabilities.
