This work has as its main objective to analyze the evolution of the public policy regarding social welfare in the Post-revolutionary State through the analysis of one of its main institutions: the Mexican Social Security Institute (MSSI), from 1941 to 1958. We seek to explain how were the post-revolutionary social welfare policies determined by the requirements of the political system as well as subordinated to the industrialization project promoted by that period's administrations, as many authors have previously stated. Nevertheless, the changes in such policies are also explained by the transformations of the institutions responsible of social welfare. In this case, internal changes at MSSI during the period analysed, help us understand this institute's posterior expansion.
