Abstract

The promotion of the incorporation of citizen participation in the public politics starts, in many cases, from an argument based in a spatial metaphor, according to which the aim would be to "approach" the State to the citizens. The article discusses the usefulness of such a metaphor, for it leads to a normative or evaluative analysis that prevents an understanding of the way in which the participation modifies the bond established between the public institutions and the citizens. Considering the case of the city of Buenos Aires, the distancing is analysed not as a metaphor, but as a myth; and the inclusion of participation is studied as a practice that tends to demystify the government.
