The discussion is in the political participation as fundamental element in the configuration of schemes of development. We analyze Guerrero, an entity considered as an important figure in the arena of national struggles, but above all, an area where poverty, local chiefdoms and abuse of state power and federal actions have caused resistance capable of reforming new organizational processes, emerging with force in the XXI century. The civil local organizations emerge in the political scene in its fight against the impunity and the search of justice in the favorable frame of environmental action and human rights nationally and internationally.
