In Latin America, the emphasis on public policy approach has changed, by means of replacing the old positions by technocratic approaches in order to rescue and update the old and never resolved tensions between politics and policies. In contemporary discussions, attention has been given not only in the formulation but also to the political process, recognizing that categories of policies are influenced by the various policy approaches. This paper links the discussions of citizen participation and governance, from a democracy, human rights and development perspective in Latin America.
