This paper analyzes the process of state transformation in Mexico. Different proposals have been introduced by different governments who have gradually transformed the country. To analyze this process we need to know about the type and deepness of the reform's applicability in Mexico during the frequent transformations in different historical moments. We assess the effects and the efficacy of the reforms according to different levels: constitutional reform as the ones which command the state action; administrative reforms like the processes in public administration; and political reforms like the ones that improved the relationships between state and society.
