Federalism is analyzed as a form of organization for the contemporary State and the challenges of its future. The document is divided in six sections: the first one addresses the State´s forms for territorial organization; the second and third sections respectively address the characteristics of the unitary State and the federal State; the fourth one deals with some conceptual problems that are a source for mistakes in understanding federalism, such as decentralization and confederations; the fifth and last sections describe federalism´s challenges in the face of a globalized world on the threshold of the 21st century.
