Abstract

The research explores the capacity and development of local councils of local governments after a reform that decentralized how councilmembers get elected. Since 2007, Nayarit has modified the electoral institutions; councilmembers are now elected by a single district majority principle. To verify the change on capacity and development we observe three key aspects in local governments: own source revenue, public services, and citizen participation in policies. We compare Nayarit localities against the evolution of a control group. We do not observe important changes although a significant diminishing effect in own source revenue capacity.
