Abstract

This work analyzes the process of construction of the local spaces of administration aimed at local development in Argentina. The reflection is centered around the system of relationships that these generate and the relevance of the context to account for their characteristics, capacities or lack of them. This is based on the supposition that the actors do not define their public action in an isolated way, they do not have a homogeneous capacity of acting in the public environment, and neither do they remain constant throughout time. In this sense, this work outlines the way the functions of the government and the society are redefined in the context of the tendencies of a social policy aimed at local development. To that aim, it analyzes the scope of the already mentioned interventions in Argentinean experiences as well as the requirements that their administration imposes upon the subnational levels of the government.
