Indigenous municipalities: in favor of a multi-municipal regime in Mexico. This paper examines the impact of the 2001 reform concerning Article 2 of the Mexican Constitution related to indigenous rights and culture in regards to the right to self-government atthe municipal level. The paper emphasizes thecentralrole thatthemunicipality acquired as the legal space for the exercise of those indigenous rights recognized in the reformed Article 2. However, Article 115 of the Constitution has not been modified to coincide with the new Article 2; therefore, the application ofthose rights related to autonomy has not been possible. This paper argues in favor of the proposed reforms to Article 115 that would create a multi-municipal regime, which would allow diversity in municipal organization in Mexico, including "indigenous municipalities."
