This research presents a methodology that integrates internal and external variables, in three stages, that determine the viability of a project of electric power generation from the captured biogas of the sitio de disposición final (SDF) in the municipality of Pachuca, Hidalgo. First, the SDF is analyzed at a financial level, with a projection of 20 years, with and without carbon certificates, resulting in a viable project. The second goal (regional) determines that the variables impacting the most are the times of municipal management, the legal and social aspects, and the consciouness of actors. The third level (macro setting), considers that the carbon prices, federal support, and environmental certificates allow the project to be promising for the municipal management. The variables that mostly impact the project are municipal periods, awareness of the affected population and political actors, as well as expert advice in the subject involving the variables as an integral project.
