This work aims to present and propose a model for evaluating air quality management (AQM) as a complex system. Entropy was applied as a measure of the variability of its management instruments, the Index of Qualitative Variation (IQV) observed in the functions and strategies of each responsible unit for air quality (URCA) in five cities in the state of Guanajuato and the Index Code of Co-occurrence (ICC) in its advances reported at the air quality program reports (PROAIRE). The results created an AQM model that positions each URCA of the five cities in the phase space as a complex system. Considering the latter, a solution to the diversity of qualitative, quantitative, or mixed approaches is proposed for its study and the lack or excess of information related to the study of AQM.
