The economic development experienced by Spain since the beginning of the decade of the 60's was based on an extraordinary effort of economic industrialization and modernization lead by the government, which was key both to stimulate private business investment and to drive the spatial location of new businesses towards Development Poles established by the government administration. In addition to boost economic development, the intention was to decrease the marked existing economic and social differences among provinces and regions. This objective was not fully achieved. The integration of Spain to the European Union implies profound changes in the spatial structure of the country and, above all, in the regulation and functioning of the Spanish economy and the industrial apparatus. The decentralized regional development policies have fostered economic and industrial activities. Within this institutional framework, businesses already located in each territory and their ability to attract productive foreign investment are key for the development of regions to a greater or lesser extent. This article aims to evaluate whether the industry's spatial decentralization is significant enough to contribute to reduce the territorial unbalances or if. on the contrary, the most dynamic regions of the past keep being the ones with the largest industrial capacity.
