The Mexican Automotive Industry is facing an unusual boom. Nevertheless, while the industry is explosively growing in the Bajio and Northeast regions the Northwest Region lags behind and the Center Region grows at average. The objective of this study is to explain those unequal developments by asking whether a discriminating factor lies in the institutional configurations of each region. Methodology: Qualitative and interpretative analysis of governmental programs and documents content. It is based on an analytical model of institutional policies and socio-technique transitions made up of five dimensions of le-gitimization and interaction among governments, organizations and actors: Regulative, normative, economical, cognitive and cultural/environmental. The results give little support to the thesis about the roll that institutions might be playing. Limitations: The study does not inquire into the application of governments' programs in practice nor does it consider other likely variables that could be affecting the development of the industry. Conclusions: This research opens the possibility of further research on environmental factors that can be intervening in attracting auto investments -for instance, financial resources engaged by local governments.
