Abstract

REZENDE, Maria José de. Right to development and human rights in the 2000 Human Development Report. Estud. soc [online]. 2016, vol.26, n.48, pp.11-40. ISSN 0188-4557.

The aim of this study is to demonstrate that there is in the 2000 Human Development Report (HDR) an attempt to clarify what are the links between the right to development and human rights. The methodological approach is based on a historical-hermeneutic documentary analysis aimed to unravel the meaning that this link has in the current socio-political context. The analysis of these documents resulted in the finding of a commitment to certify that there is simultaneity between rights guarantees to those living in deprivation and a disruption situation with the impotence to which they are subjected. There are many diagnoses and prognoses throughout this material. Under only one article it is not possible to analyze all the nuances contained in its proposals. This poses some limitations to the study. It is concluded that there is a visible effort in this document to embrace a perspective based on human and fundamental rights.

Keywords : regional development; Poverty; human rights; human development; Brasil.
