Abstract

This paper is the result of research based on the social conflict caused by the building of the hydroelectric plant of Belo Monte in the Xingu River (Pará State, eastern Amazonia) and the follow-up "Regional Sustainable Development Plan of the Xingu Region". It is part of a larger conceptual analytical framework that combines the principles of the sociological current of New institutionalism, with the theory of action by Jürgen Habermas. Coming from the analysis of instrumental and strategic action of the political, social and economic players of this region, that has been characterized as peripheric, a number of variables are set out.
