The relation between the physical configuration of the city of Tijuana and the phenomenon of criminality during the 2002, serves as pretext stops in first term to establish the convenience to approach the analysis of the relation development urban-criminality from the perspective of theory of systems, particularly from the approach of city like system raised by Schmidt-Relenberg. Also it serves to justify the use of a econometric technique (the regression). Under that approach and described analytical tools it is carried out the main analysis taking like variable of criminality to the robberies with violence and without violence and like variables of urban development to the geometric characteristics and components in roads. The statistical evaluation throws that of way it combines the two indicated variables of urban development do not explain the criminality, but if they do it of individual way.
