The social policies, their evolution and characteristics in Argentina are analyzed here, from the reform process until today. To achieve this, the main transformations occurring during the period of structural reforms were analyzed. The structure and evolution of social spending and focalized social spending are described, as well as the consolidated focalized programs developed since the beginning of the reform process. We concluded with a series of reflections about the welfare model and the limits to develop the social protection universal network, which today is insufficient to guarantee a plentiful citizenship, since its evolution is limited, precisely, by the economic cycle evolution.
