The Second Generation Models of Fiscal Federalism consider the equity and efficiency effects of federal transfers in descentralized systems (Oates, 2005), as well as the incentives of local governments and the role of public investments to promote prosperity in the regions (Weingast, 2009). Federal transfers can negatively affect the performance of public administrations when expenditures are independent of the generation of own income. Based on productivity measures obtained via Malmquist indexes we investigate the relation between federalism and productivity, efficiency and technical change of public administrations in México from 2004 to 2013.
