The Mexica founded Tenochtitlan on an island and developed a complex hydraulic system to manage their environment. México en 1554 by Cervantes de Salazar proposed the transition from the violence of the conquest to the establishment of a colonial order by means of urbanization and the creation of institutions. The ruling of the Spanish state and the formation of its "legitimate" citizens was founded, without doubt, on their disinterest in indigenous knowledge. This negligence would be the greatest limiting factor in the colonial hegemony which would have to deal with constant floods provoked by their lack of care for local conditions and knowledge of how to manage them.
