This article seeks to analyze social policies targeting children in the health and education sectors, implemented in Chile between 1973 and 2010. The political-economic transformation that took place in the country during the military dictatorship and was subsequently consolidated during the democratic period introduced new mechanisms of access to rights, shaping a hybrid residual-extended social state model. This model introduced targeting as a mechanism of social justice. Through a qualitative methodology, the article analyzes the sociopolitical implications of this welfare philosophy.
