Under the new water management paradigm, basin councils are considered an innovative and successful institutional strategy. Previous analyses of the role of institutions for water management have focused mainly on solving collective action problems given the worrisome scarcity of water resources. This article uses the Institutional Analysis and Development theoretical framework to study public policies for wastewater treatment in the five states within the Lerma-Chapala river basin.
