This article is a reflection on the profile of the National Action Party (PAN) elite during the period from 2000-2006, in other words, within the framework of party power-switching within federal government, which was led by a PAN member. The questions the author mainly seeks to answer are: to what extent did the profile of the PAN elite constitute significant changes in the profile of the Mexican political elite from other periods in the country's political profile and, on the basis of this profile, to what extent could the PAN elite have constituted the political leadership required for the needs of this special conjuncture?
