Deliberative democracy is a guideline model of politics that aspires to deepen into democracy on the basis of a public reasoning principle among citizens. The aim of this paper is to identify the conditions in which deliberative politics can meet such expectation. Rather than an intrinsic value, an instrumental value of deliberation is proposed, as well as three normative principles which fulfill a regulation function of deliberative processes. The contributions made by deliberation are analyzed vis-à-vis two challenges faced by democracy: a) the coherence of collective decisions based on individual preferences aggregation; and b) the limits set to electoral accountability.
