This article raises a number of questions concerning the institutional changes that have taken place in Mexico within the context of supporting business production and modernization. Two organizational models are presented, the Bank of Development and the liaison institutions, with the aim of explaining the evolution of organizational strategies and learning in relation to the demands of social innovations.
