This article analyzes the changes in the Mexican party system during the period from 1991 to 2000. It explores the similarities and difference in electoral behavior in a situation of non-alignment and in one of transition to democracy. On the basis of this framework, it analyzes the transition from a hegemonic party system to one characterized by greater pluralism; it measures electoral volatility and the pluralization of the party system and breaks down the various specific formats or subsystems of parties which, at the local level, assume the guise of party competition in the four electoral processes studied.
